A new residency management system beginning July 9, 2012

This is to inform you of an amendment to the Immigration Control and Refugee Recognition Act and other statutes which will be effective on July 9, 2012. The amendment of the law aims to implement a new residency management system for foreign nationals residing in Japan, which will change several procedures concerning your visas and other legal issues. Please read the following information and refer to the relevant websites and brochures (available in the following 6 languages: Japanese, English, Chinese (both simplified and traditional), Korean, Portuguese, and Spanish) to update yourself on the amendment to the law.
* Please note that this notification is intended for those who entered or will enter Japan before July 9, 2012 and hold “College Student” visas. Some parts of the following information may not apply to those residing in Japan with other statuses, such as those holding “Short-term”, “Spouse of Japanese National”, or “Cultural Activities” visas.
1. A resident card (在留カード Zairyu card) will be issued
Replacing the current alien registration certificate (外国人登録証明書 Gaikokujin Toroku Shoumeisho), a resident card (在留カード Zairyu card) will be issued to mid- to long-term foreign residents (including College Student visa holders). In addition to the basic information of the bearer, such as name, photo, nationality, etc., the statuses of the work permit, an application for visa extension, and an application for visa status change shall be printed on the card. A resident card will be valid until the expiration of the period of stay determined by the Immigration Office. A new resident card will be issued each time an application for an extension of the period of stay or a change in resident status is granted.
2. The re-entry permit system will be changed
You will not be required to apply for a re-entry permit, if the following two conditions are fulfilled. This system is called “a special re-entry permit”.
Condition 1: You possess a valid passport and a resident card.*
Condition 2: You will return to Japan within 1 year of your departure to continue your study in Japan.**
* The special re-entry permit system also applies to those who possess an alien registration certificate deemed to be equivalent to the resident card (For more details, please see 3).
** If your period of stay expires within 1 year of your departure, please ensure that you re-enter Japan before the expiration of your period of stay.
3. The alien registration system will be abolished.
When the new residency management system goes into effect, the alien registration system will be abolished. Please keep your alien registration certificate until a resident card is issued, since your alien registration certificate will be deemed to be equivalent to the resident card for a certain period after the effective date of the amendment. After the implementation of the new residency management system, foreigners in possession of resident cards (including alien registration certificates deemed to be equivalent to resident cards) will be subject to the Basic Resident Register Law, and a certificate of residence (住民票 Jyumin-hyo), an official document replacing the current Certificate on Registered Matters (外国人登録原票記載事項証明書 Gaikokujin toroku genpyo kisaijikou shomeisho), will be issued at a municipal office upon application. After July 9, 2012, you are required to notify the municipal office in the case of a change in place of residence; for changes to items other than place of residence, please notify the Regional Immigration Offices. Since the new residency management system enables the uniform information management of foreign residents, it is no longer necessary to notify both municipal offices and Regional Immigration Offices of these changes.
4. The period of stay for “College Student” visas will be extended to a maximum of 4 yrs and 3 months.
The period of stay for “College Student” visas will be extended from the existing maximum of 2 years and 3 months to a maximum of 4 years and 3 months. Any one of the following periods of stay will be given to “College Student” visa holders/applicants: 4 yrs and 3 months, 4 yrs, 3 yrs and 3 months, 3 yrs, 2 yrs and 3 months, 2 yrs, 1 yr and 3 months, 1 yr, 6 months, and 3 months (Newly established periods are underlined).

What procedures are to be followed for the implement of the new residency management system?

You do not have to follow any special procedures - Simply keep your current alien registration certificate with you. Your current alien registration certificate will be deemed equivalent to a resident card for a certain period after the enforcement of the amended law. Please note, however, that this transitional measure will only be in effect until the expiration date of your period of stay. If you are going to be enrolled in Sokendai continuously after the expiration date or if you are going to engage in other activities than research/study in Sokendai, please make sure to apply for an extension of period of stay/change of resident status. In such instances, you will return your alien registration certificate to the Immigration Office and be given a resident card instead.

* If you particularly wish to replace your alien registration card with a resident card immediately after the enforcement of the amended law, you may do so by following a certain procedure. For more details, please refer to the websites below.

The 2011 Autumn Entrance Ceremony Congratulatory Speech (October 13)

The 2011 Autumn Entrance Ceremony
Congratulations on your matriculation at the Graduate University for Advanced Studies, or Sokendai in the Japanese nickname. I extend to you a heartfelt welcome on behalf of the faculty members, officers and senior students.
Sokendai was established in 1988 in affiliation with former national research institutes, which were by then transformed into the current Inter-University Research Institutes. The Sokendai’s establishment was at about the same time as most of you were born. Unfortunately, Japanese society has since remained stagnant. The great East Japan earthquake and the yet unresolved accident of Fukushima Daiichi nuclear power plants have inflicted additional blows. Many problems have burst to the surface and shaken the foundations of our country. Amid this national crisis, the national universities in Japan are more than ever facing critical challenges. In the context of these times, I would like to review the rather anecdotal history of Sokendai, since now is the time for us to reaffirm its mission and to join together to achieve our objectives and ideals.
Let me begin with the history of Japanese graduate schools. It goes back to an ordinance regarding academic degrees promulgated in the Meiji era. In this early period, only the Former Imperial Universities were allowed to establish graduate schools. Later, the University Ordinance enacted in the Taisho era additionally authorized other public and private universities to set up graduate schools.
Curiously, however, both of these ordinances stated that the purpose of graduate schools was to fill the time gap between university graduation and job assignment and that graduate students should live near their universities. Thus, the graduate schools in Japan initially had no established curriculum. Although unavoidable reasons gave rise to this situation, the lasting result was the serious hollowing out of the graduate school system.
After World War II, universities under a new education system were re-established. The School Education Act of 1947 specified that universities may have graduate schools (in other words, only universities were allowed to establish graduate schools) and that each graduate school must have a course system. A course system means that the graduate school must have a curriculum independent from university faculties. This Act institutionalized curriculum courses at graduate schools, but the characteristics of graduate education remained almost unchanged from the pre-war period.
During the period of high economic growth from 1955 till 1973, intense discussion arose. In particular, a basic plan for a new university in Tsukuba and a report from the Central Education Council, both issued in 1971, attracted major attention. In the same year, the first national research institute was built. It was the predecessor of the High Energy Accelerator Research Organization, one of our parental Inter-University Research Institutes. The report from the Central Education Council contained innovative suggestions, such as expansion, classification, and incorporation of national universities, as well as the concept of independent graduate schools. However, these education reforms failed because of the economic crisis that occurred two years later and that marked the end of post-war growth.
In 1975, the original School Education Act was partially revised in order to reflect the obvious changes in social circumstances. Here is an explanation of the amendments proposed by the Minister of State at the time:
“In recent years, the remarkable development of science and technology and the growing diversity and advancement of our society have increasingly given rise to calls for improvements in higher education and for increased sophistication in academic research. Under these circumstances, the establishment and improvement of graduate schools have become important issues for the purpose of fostering excellent educators and researchers and of cultivating professionals with high expertise.”
The drafted amendments covered the reaffirmation of the course system at graduate schools, identity of graduate schools, approval systems for establishment and closure of graduate programs, and systems for three-year and five-year doctoral programs. Many of the amendments have a lot to do with Sokendai. In particular, the concept of independent graduate schools was groundbreaking, since it implied that graduate schools could be established outside of universities. The amendment naturally created much controversy. A straightforward question from an opposition party was whether such graduate schools might be inconsistent with the objectives of research institutes. In other words, there was concern that educational burdens might impair the institutes’ research projects. I will come back to this point in minutes.
In 1984, the then Prime Minister created the Ad Hoc Council on Education to provide a comprehensive review of post-war education. The Council discussed reform proposals, such as the transformation of national universities into government-affiliated corporations, the concept of lifelong education, and improvement and diversification of universities and graduate schools. This reform initiative too ultimately failed due to the downturn in the Japanese economy. However, it clearly prefigured the incorporation of national universities implemented seven years ago.
In this context, a bill adopting partial amendments to the National School Establishment Law was submitted to the 112th session of the Diet in 1988. One of the amendments concerned the establishment of Sokendai. Many comments and questions ensued again. The most important one was that “A university without an educational institution cannot be a university. This point should be clarified.” This comment expressed the apprehension about establishing a graduate school independent of a university.
The argument reached the heart of the matter from the standpoint of education, and it was inextricably linked with the question asked 13 years before. The opinions of the opposition parties in the Diet about the two bills can be summarized as follows: Don’t educational burdens on Inter-University Research Institutes impair their research capabilities, or, conversely, can proper education be provided by non-educational organizations? Still palpable today is the strong enthusiasm and ingenuity of those who prepared the responses to these fundamental questions. The bill for the amendments to the National School Establishment Law passed, and Sokendai admitted its first students in the next spring.
This rather detailed history up to the establishment of Sokendai not only tells us about the close relationship between the society and its universities, but also reminds us of the promise we have made to the people. It also tells us of the reasons why Sokendai started only with three-year doctoral programs and why we require our students to obtain credits even in the doctoral programs. However, the implementation of graduate education at Inter-University Research Institutes scattered nationwide revealed institutional issues and also problems with faculty’ awareness and workload. It is no exaggeration to say that we have spent the last 22 years striving to solve these problems. To our regret, however, we have not completely solved all of the problems yet. Furthermore, as I mentioned, the situation surrounding the national universities has become increasingly severe, and every university is now expected to urgently undertake enhancements to its distinctive capabilities.
With these backgrounds, I address the mission of Sokendai which I hope will be kept in your mind throughout your Sokendai career. Our mission is just one, that is to nurture specialists who combine a high degree of expertise and a broad perspective by enhancing each individual student’s strength and by utilizing organizational structure in our parental research institutes. The qualities of both expertise and perspective are crucial. Hermann Hesse might speak of our mission as follows:
Every Sokendai institute and every Sokendai person “should hold to only two goals and ideals: to attain to the utmost command of his subject, and to keep himself and his subject vital and flexible by forever recognizing its ties with all other disciplines and by maintaining amicable relations with all.”
The present society is composed of specialists. You will not be able to play an active part in the society unless you develop your expertise. However, the specialized knowledge of your specific area is not enough. You also need to cultivate your ability to understand other disciplines, namely a broad perspective, because expertise in each discipline becomes productive only when it is combined with expertise in other disciplines.
To finish, let me quote Hermann Hesse again with respect to the alarming situation surrounding the national universities in Japan: “…but if the nation no longer wants to authorize this, or if it should be struck by impoverishment, war, and so on, then our life and studying would be over in a minute.” Hesse issued this warning during the totalitarian regime of the Nazis. If his word “war” were replaced with “catastrophic national disaster,” as we have experienced since last March, the warning might appear to be aimed at the national universities in Japan. To overcome this crisis, we must help people understand that we remember the promise we made in the Diet 23 years ago and that we continue striving to attain our goals and ideals. Needless to say, these attainments should be exactly what you will achieve in yourselves three or five years from now.
The responsibility of a university is grave. We must do our best. At the same time, we must ask you to strive with all your might to fully develop your expertise and broad perspective both of which will be essential for your future. Having thus stated my vision and resolution and also my expectation and request to you, I close my congratulatory address.
Once again, welcome to Sokendai and thank you.

[Call for Participants] International Symposium on Scientific Resource Sharing at Sokendai 2011

We are recruiting students to participate in “International Symposium on Scientific Resource Sharing at Sokendai 2011”. We welcome all students to participate in this symposium and present their
research results using research resources in Sokendai, deepen exchanges with Sokendai researchers and students in other departments.
Conference Background and Goals
Sokendai, Graduate University of Advanced Studies, Japan, is made up　of　a wide array of inter-university research institutes across the country. While it is true that they have contributed to relevant scientific communities through their research and by making available research resources they may have, to the public, much of their contributions has been addressed to scientific communities they have close ties with. As a consequence, they became virtually　invisible outside their own arenas. Nevertheless, no attempt has been made to provide the pubic with a comprehensive picture of　research efforts at the participating institutions, nor to fund projects aimed at developing and disseminating research resources.
With this background, the goal of the conference is to bring together professionals and practitioners from the world's leading centers for archiving research resources to share their experiences in building and collecting resources and their visions for the future. At the conference, we will also explore the possibility of collaboration across academic boundaries and setting up grants to fund research on data collection, which we hope to turn into recommendations for Japanese policy on science and technology. We believe that the conference will provide a unique opportunity to exchange ideas, meet people from across the institutions that are part of the Sokendai family. We are also interested in putting together a possible policy proposal focused on preserving, expanding existing resources as well as developing a new source of data that would benefit the wider community.

The 2011 Autumn Commencement Congratulatory Speech(September 30)

My heartiest congratulations to the new doctors receiving doctoral degrees from Sokendai. I am delighted to extend, together with the faculty and officers, our warmest congratulations to you.The road to doctoral completion may have been tough. I myself recall that it was no easy task to obtain a new finding and complete a dissertation within a limited period of time. The more challenging the thesis you chose, the longer the concentration and the greater inventiveness required; you may sometimes even have competed internationally. I want to express my respect for your effort in overcoming those difficulties. At the same time, today’s conferment of degrees owes much to the faculty and officers who have continuously provided enthusiastic guidance and assistance. I would like to express my deep appreciation to them on behalf of the University. I also extend sincere congratulations and many thanks to the students’ families who have always provided mental and material support. Today, I would like to take this opportunity to address some aspects on our society and universities, as well as on the expertise you have gained in Sokendai. Let me first introduce to you a self-defined “social ecologist” Peter Drucker from Austria, who uniquely described the state of the society in the 21st century. He has influenced the entire world, and his influence has been especially strong in Japan and has extended as far as university administrations and Science Council reports. “The Age of Discontinuity”, published in 1969, is one of his most outstanding works. In those days, socialism was still viewed globally as the most likely successor to capitalism, and in Japan the postwar high economic growth was coming to an end. It was also the time at which an era stretching from the 19th century was on the verge of ending. Under these social circumstances, Drucker recognized that a knowledge society or a pluralistic society of organizations would emerge in developed countries. He envisaged the nature of such a society as follows: “… the real, controlling resource and the absolutely decisive factor of production is now neither capital nor land nor labor. It is knowledge. Instead of capitalists and proletarians, the classes of the society are knowledge workers and service workers.” His insights and predictions showed great foresight. We now often hear such terms as “knowledge-based society” and “Era of Intensive Knowledge Competition”, although they sound rather bombastic. We can also see that our society is filled with numerous organizations with their own missions, including governments and universities. The new age of the knowledge society is said to have arisen directly from the 1944 U.S. social legislation, known as the GI Bill of Rights. It might be one of the most highly appreciated laws enacted in the 20th century. Designed to provide financial support to veterans, this legislation was revolutionary in that veterans were required to receive higher education to obtain the support. On one hand, it gave veterans the opportunity to acquire university educations and on the other hand, it created the expectation that universities should provide lifelong education. It is said that many of these veterans were passionate and excellent students. As a result, American society successfully mobilized a large workforce with higher education and started to change into a society where knowledge is the source of wealth. This social shift in the U.S. immediately spread into Japan and Europe.“The Age of Discontinuity” was published during a time of university student activism. It is no coincidence that this situation occurred. The university student activism in developed countries from 1968 to 1970 may be a historical landmark that represents a full-scale shift to a knowledge society. This activism seemed to occur in a context specific to each university. In my case, a sense of crisis arose from a feeling that university autonomy and academic freedom could be violated by the promotion of industry-academia collaboration included in the then 70th anniversary projects of my Department. However, the true and common cause of the activism was the contradictory situation in universities; universities were driven to change along with society, but administered by outdated sensibilities and systems. This contradiction is visible in a slogan of that time against industry-academia collaboration. It is apparent that the slogan criticized the ivory tower and, at the same time, exhibited an elitist nostalgia for good old universities. Nowadays, nobody can even raise an objection to industry-academia collaboration. People concerned with universities are positive about industry-academia-government collaboration or collaboration even with the military in the U.S.The most interesting and important change during the social transition is in the perspective on cultural sciences, natural sciences, and technology. The difference in perspective among these fields has affected today’s arguments concerning the integration of the humanities and sciences. Let me address this issue in some detail in the light of history. The situation in academia up to the 1960s can be understood from the publications by the British novelist, physicist, and government official Charles Snow and the medical doctor, physical chemist, sociologist, and philosopher Michel Polanyi. In 1959, Snow wrote “The Two Cultures.” The two cultures refer to the sciences and the humanities. Regarding intellectuals at that time who expressed their incredulity at the cultural illiteracy of scientists, Snow countered with the criticism that their level of knowledge about modern physics was equal to that of our Neolithic ancestors. Physicists did not read Dickens or Shakespeare, while intellectuals did not know anything about quantum mechanics or even the second law of thermodynamics. This fact made Snow perceive a wide gap between the literary and scientific cultures.Polanyi expressed a similar opinion. In “Science: Academic and Industrial,” written in 1961, he referred to the gap mentioned by Snow and said, “Schools and universities can do very little about this gap.” He distinguishes between natural science, which is for understanding nature, and technology which is subject to economic criteria, or industrial science which is justified by technology. He states that “The universities cannot be the main source of progress in either humanistic or material culture, as they are in the natural sciences,” because most of humanities and industrial sciences are produced outside the universities, and the universities make only secondary contributions to their advancement. In the 1970s, the situation abruptly changed to “Only Connect” different knowledge from different disciplines. The “Only Connect” concept is related to Sokendai’s educational objective to foster researchers with high expertise and broad perspective. This point is also linked closely with Drucker’s “The Age of Discontinuity” and “Post-Capitalist Society” which was written late in his life. The rapid trend toward specialized knowledge has given us great potential in every sector. However, the potential derived from specialized knowledge must be turned into performance. Failure to do so means that most of the available knowledge is nothing but information, and not productive at all. Regarding this, let me quote Drucker’s statements:“Not to see the forest for the trees is a serious failing. But it is an equally serious failing not to see the trees for the forest. One can only plant and cut down individual trees. Yet the forest is the ‘ecology’, the environment without which individual trees would never grow. To make knowledge productive, we will have to learn to see both forest and tree. We will have to learn to connect.” (Excerpted from “Post-Capitalist Society,” 1993)While we cannot comprehend a forest without seeing its trees, we can see the trees without having a grasp of the forest. Of course, nobody can become an expert in all disciplines, but we can understand the “scope”, “purpose”, and “core ideas” of different disciplines. I believe that curiosity about other disciplines and understanding of their outlines are essential for interdisciplinary connections and embody the concept of broad perspective, one of Sokendai’s education goals. You may have learned that acquiring a broad perspective requires consistent active effort and cannot be accomplished automatically.Current universities can be compared to the forest of knowledge. The forest contains trees in the fields of natural sciences, cultural sciences, and technology or even industrial sciences. This situation has resulted from the transformation of universities into comprehensive knowledge centers during the past several decades. In principle, such universities are free of gaps between humanities, natural sciences, and technology. The presence of these gaps may prevent the universities from obtaining support from our society. For instance, new core technologies in the industry and innovations in a broad sense that trigger significant social changes are created from a total knowledge system encompassing natural sciences and humanities. In fact, we are experiencing that recovery from the great East Japan earthquake requires exactly the connection of knowledge. Most importantly, the connection of knowledge is the basis of the public nature of universities and constitutes a way for universities to meet the public’s expectations. The diplomas conferred on you today certify that you have acquired both a high degree of expertise and a broad perspective. They also certify your ability to address the important issues that confront our society. Once again, as emphasized in Sokendai’s education philosophy, you are expected to strive to promote interdisciplinary connections while continuing to enhance your own expertise. I deeply hope that you will maximize your expertise and connecting capability and achieve true self-fulfillment in whatever organization you will join.Thank you.
